Hobby Airport is closer to the port than Bush. Think about renting a car at the airport and dropping it off in Webster (no extra charge). The Budget rental in Webster is in a tiny store front in a strip plaza (very hard to find). Drop your bags at the port, drop off the rental and take a cab to the port.
