I am a prior NCL Bliss cruiser (Nov 2019). Back in December there was a Amex rebate for NCL bookings. This cruise did not have the usual punishing single surcharge, I had a $250 Cruise Next Certificate on the books. I booked a Sailaway inside, and then a day later the price dropped. I called to upgrade to a balcony. After issues with the first NCL CSR, (upgraded me two categories instead of one, and upcharged me) I called back and was granted a regular Balcony Sailaway . The price was reduce by a meager $35 net. I later attempted another upgrade to a Free at Sea balcony, and was rejected. The explanation was that all balcony categories were less (by $8) than my original booking. "It's a revenue issue." I decided to go with it so I would not get stuck with $250 on the books.
Cabin was a reasonably good location, with cabins above and below, near the forward stairs and elevator. One floor down is access to the Waterfront. Up the elevator to the Observation Lounge/Buffet. Size is reasonable, includes a small sofa, shower has a glass door and you can even turn around. Most importantly there is a cabin coffee maker . The lighting and charge stations are well designed. Everything worked fine and the cabin was spotless. Balcony had two chairs and small table. Bed was comfortable.
Due to COVID you had to place the coffee maker out and leave a note for the steward that you wanted supplies. I saw my steward late on embarkation day, and also asked him for a robe and to clean out the minbar. Standard toiletries are hand soap, shower gel and combo shampoo/conditioner in dispensers. Toilet paper is thin, tissue in dispenser slightly better.
