In Palma and Dubrovnik, NCL has shuttles from the ship to just outside the city centers. In Palma, it's a short walk from the shuttle drop off to the city center and lots to see in the city center. In Dubrovnik, the drop off is just outside the gates where the Old Town is and where you start the walk on the wall. The Old Town is full of streets, shops, restaurants and bars and is a nice place to walk around. Croatia doesn't use the Euro so you will need a credit card. I can't remember if there is a currency exchange outside the Old Town or not, I know if you want to walk on the walls they will not take euros but will accept a credit card. I don't remember if some shops, restaurants etc accept the Euro but not every place does.The 1st time I was there, you could pick up walking tours of the Old Town right where the shuttle lets you off. This wasn't a ship tour and the price was reasonable. I can't remember how long the tour was 60-75 minutes perhaps so you had time to do other things after the tour was over.
In Corfu twice, once took a tour of the island (it was a private tour) and the island is amazing. The 2nd time we walked to the city center, can't remember if NCL had a shuttle there or not. We are walkers so can't remember how long the walk was. Corfu has a nice area to walk around.
NCL shuttles are $15.US p/p return and they use them when the city centers are a distance away from the pier.
