The capital of Papua New Guinea is not somewhere most cruise passengers spend a lot of time. While there are reasonable four-star hotels, Port Moresby is really only worth a day or two while transiting to other locations. The Airways Hotel at the airport is the best and most convenient location for transit passengers, although by no means the cheapest.
