I would advise to take the hop on hop off bus, there are two companies one aligned with the cruise ship and another local firm. Note the local firm was cheaper and seemed to have more buses. ...

Noumea is not my favourite place. Some in our group jumped on a bus and looked around which they said they enjoyed and the rest of us were happy just looking around the market. Took free shuttle from the ship to the Visitor Centre from where heaps of tours available - all much cheaper than available from the ship. Went for walk into the city - so much graffiti and litter. Purchased hop on / hop off bus ticket for $12 and saw a bit more of the city. Some pretty coastline but not that impressed with what we saw of the mainland. It was a sunday just about nothing open. Only thing open was the markets up stairs at the terminal and the supermarket opposite was only open till 12.30. THis is a good place to purchase some snacks or drinks to take back on board. Also good to buy duty free alchohol if you haven't bought onboard. ...

Once docked at Noumea, there were shuttle buses to take us to the visitor's centre. You could book tours from there if not booked from the ship. We booked the Hop On Hop Off bus - this is the best bus company to get as you are tracked the whole time and if something happens the ship will wait for you. It was $20 each.
