When we visited Kotor in 2012, we climbed up to the St. John/St. Ivan/San Giovanni Fortress for great views. The hike up to the fortress (853 feet above sea level) involves climbing approximately 1,350 steep, uneven steps. Walked through town (on our own) to entrance to steps (1300+) that lead to the fort at the top of the mountain.
Guy at the top sells soda, water, and, more importantly, beer. Amazing views from the top. Small town inside the walls was very cool.

A beautiful, scenic town, right off the dock. The view through the fjords is fantastic - either watch the ship come in (it was still dark for us) or stay on the top decks and watch the departure for amazing scenery. ...
Nice place, did the 2000 steps up to the fort on top of the hill. Well worth the climb for the view. Leave yourself a good hour to do the climb and only for the fit. if you;'re scared of heights, be prepared its a sheer drop in some places. ...
