It was very difficult to tell with Kobe as the 1st day we had planned to travel to Kyoto but immigration took so long that we never got the chance and the queue for the shuttle bus and portliner metro was so long that I had to return to the ship as I can't stand for an decent amount of time. There is not so much to ein Kobe itself, you can easily walk through the city and you should for sure have some Kobe Beef. From Kobe you can do excursions by train to Osaka or to Kyoto. Train System is very efficient in Japan, and it is pretty easy to find your way and to buy tickets at the ticket machine.
