We went to the top on foot from the port. It is steep, so you must have physics to be able to walk long steep distance. We went all the way and meet apes and took the mediterranean steps on the way. It is a nice view, but you must be able to walk in stairs and uneven ground.

Gibraltar was one of our favorite stops. We bought a ticket on the cable car online and arrived at 8:30 AM. Their website said they opened at 9:30, but we were pleasantly surprised when they let us in around 8:40 AM. We were one of the first cars to the top, but they do pack you in tight. I believe there is enough time to hike to the top, but we wanted the cable car experience.
