Forget the excursions. Go to the museum in town and sign up for the tour. It is very cheap and tells you everything about the town. I know people who did the hop on hop off bus and felt very cheated -- the town isn't that large and there isn't a lot that requires having a bus to see. The was a HUGE lined for the train to the top lookout which would have taken over an hour and I was not prepared to do that - so I hiked up the mountain which was a wonderful 4 km walk up a beautiful winding road and then rode the train down.
