Scenic Fails the Basics - forget about luxury or details

Signed up for Eclipse I, Scenic substituted Eclipse II. Ship was unfinished and workmen drilled, hammered and banged to build it underway. When purchased the cruise advertised alot of things they did not deliver: Submarine! (Nope- not available), TV! (Nope, not until the last day) ,Internet! (Nope), Steam Room in Spa! (Not when I went), Spa Pool! (Empty when I went), Chef's Table dining! (Nope, not this either.) New 10th Floor Bar and Pool! (Not till about day 4, and don't trip over those screws left on the deck, and don't come up here on the last day of the cruise cus we shut it down to measure for curtains.) Other missing basics: How about a chaise lounge near the pool? (Sorry, not till about day 5 even though we got to listen to them building the structures for them). How about communication with the passengers? I called Room Service via the button on the phone and got-"We cannot complete the number as dialed" . Then called Guest Services and reported I did not get my breakfast. Room service called back (Phone identified the call as coming from "Future Cruise Sales") and I was very directly told there had been a time change overnight. I stated that the clock on the phone shows a different time/ did not adjust. I was informed that the phone did not adjust but that the clock on the TV (The TV that did not work) had been updated. This means the two clocks controlled by the ship showed different times...

There is more but let me conclude with the following:

1. Are you concerned about Heath Standards on a Cruise ship? We completed Health Forms but these were NEVER COLLECTED from the passengers.
