Cabin: Premium Vista Balcony

I've only cruised with Norwegian and wanted to try another line. I booked a premium balcony suite which is an aft corner cabin. Supposed to be a wrap around balcony. A bigger balcony. Decent balcony, small room. We arrived to our room and my partner asked if I smelled something. I didn't. I was outside mostly as we waited for our luggage. It arrived and we went for drinks and then to our steakhouse reservation. After dinner we returned to our cabin 8473. We fell asleep. Upon waking I noticed an odor like my partner did earlier. She smelled it as well. Not real strong but constant. A raw sewage, unflushed toilet type of smell. It irritated our sinuses and throats. We noticed the AC vents had blue filters over them. This cabin was the only place we noticed these filters. Also our toilet paper was water damaged and stained and wasn't noticed until after using it. The sink had no soap. The luggage apron usually on the bed upon arrival was on a chair. It was after 1a.m tried calling our steward, no answer..tried calling front desk, no answer. So we went down to the front desk. 1 woman was working it. We told her about our cabin and she offered to have the room refreshed. This was unsatisfactory since we felt it wouldn't change how it affected us. We were affected and weren't going back to that room. The woman at the desk said she had something on 9, we just wanted out..then I suppose a supervisor came out and said no, put us on 6, it would be noisy, we had a good room. I said I know, I paid more for that balcony. Stay on 6, come back in the morning to talk with a manager to work out an arrangement of where we'll be. Went to 6, took a nap and went down in the morning. Talking to a guy at the desk who wasn't able to help. A woman working the platinum line came over without being asked..attitude with a smile. Went to the back came out, no manager, told us housekeeping said there was no smell. Said there is only 2 options, go back to our original cabin or stay in our downgraded room..said there was no other options they could do. We weren't going back to our original cabin since we felt it was a health issue and are in the downgraded cabin that hears whatever is in the theater..at least we don't smell anything. They have followed up and asked if the room was ok? Is the smell gone? Really? We're in a different cabin, don't they know this, why ask this question? I ask and request a refund in the difference of the cost of the rooms. They tell me I have to take it up with the main office after the cruise. Have been offered a steakhouse dinner, a round of drinks, have the drink package, a bottle of wine or the last was onboard credit. I feel if I accept any of this they will say I accepted this for the room downgrade and I won't get a refund. The ship itself isn't big on comparison to other shipped I've been on. It handles the ocean well. Halls have low ceilings and stairs and elevators are tight. Shore excursions were nice. Went to 2 inclusive beach excursions in the Dominican Republic and grand Turks. Guys bbq place is good but limited hours and only sea days. Guys burgers is also good, again limited hours but everyday. Pizza was decent. 2 plus days left and we'll see how it goes. Entertainment and food aren't as good as Norwegian. Red frog staff are good. Been watching hockey there. I feel they have an answer for everything where you have to counter them instead of them providing an above and beyond solution. I always thought you are in a hospitality industry where here they aren't that good at it. Put me in an equal value, if available, if not, above value cabin and that would have been the end of it. Tell me the room doesn't smell and go back or keep the downgrade isn't on my mind the way to do things..I feel this is my first and last carnival cruise
