We elected to self tour in Tallin and headed to the Seaplane Harbour Museum (a not short but enjoyable walk along the seapath) This is a great museum with lots of interactive exhibits and information on Estonian maritime culture and includes an actual sub you can walk on and go down inside of.

Aside from Copenhagen, Tallinn was an all-day rain as well. We made a huge mistake taking the taxi going to Old Town, driver immediately charged us 20 euros. We lately found out about the app, Bolt (you can also use in St. Petersburg) which is exactly the same as uber/lyft that charges way a LOT less. The taxi driver also dropped us off in the uphill area so it would be much easier for us to walk ...
This is a great Medieval walled town. It is not, however, just a five minute walk from the dock. It is more along the lines of 30 minutes but it is worth just walking there rather than taking a tour because then you can walk around the streets of the walled town on your own and not have to worry about the tour.
