Take the hop on hop off bus. It gave a great view of the whole bay and the inner city too on the other route. Really good value for money at about 22 euros pp. Tip - take your own earphones to plug into the commentary, more comfy and don't drop out. The tickets lasts for 24 hours. We organised our own trip to Herculaneum where we had a guided tour around the site. The guide spoke good English and was very informative and entertaining.
