This city is closed on Sunday which is the day we came into port. So, unless you booked an excursion, there wasn't much to do and the taxi drivers will try to charge you way more than they should. $12 was what we ended up paying to get back to the ship after the free shuttle stopped at noon. The cruise terminal is a large warehouse with some tourist services. There are shuttles to downtown Hilo (it isn't worth it to walk) as well as Walmart and car rental services. The car rentals are almost all at the nearby Hilo airport. I rented a car to tour Hawaii Volcanos National Park, which was spectacular. I recommend a rental car over the ship's tour.
