Tender Port. Something of a hassle, but manageable. Downtown area has tons of interesting houses/builings wihtin easy walking distance. Tons of history here.
Cruise ship piers are no where near the down town area, so they sock you for $15 rond trip to take a shuttle to the Qunicy market area. No history there, just shopping. However, it is on the Freedom Trail, so pick a direction and follow the trail.
Tender port. Sometimes it is too foggy for the cruise ships (happened to us once). Smallish town, which is ok for one cruise ship. When two ships are there it is overloaded.
The tides are incredible! You can see the river from the cruise ship dock. Take the interior walkway from downtown to the Old City Market. Very enjoyable.
Do not pass up the opportunity to stay an extra day or two in Quebec. It is very easy to walk around the old city. Lot's of great restaurants there - never heard anyone complain about any of them.
